An UNKNOWN fee cell means the dataset records that no official state page with a clear, unambiguous figure was found; third-party aggregator numbers were deliberately not used. The per-state dataset notes behind each figure stay in data/cdl-shared-dataset.json, and each fee row links to that state's own DMV/DPS page. Skills and road-test fees in some states are charged by third-party examiners and are not set by the state; for those states the skills-test column shows the dataset's written note instead of a dollar amount.
